The following e-mail was sent to ANCPR Members on Friday, January 29, 1998. The only serves to underscore the need for custodial parents to start speaking for themselves and becoming pro-active. Messages like what are proposed in this call to action need to be countered with the truth from custodial parents.

Below is an editorial concerning the experience of Lockheed Martin IMS, a New Jersey subsidiary of the huge defense concern, and Maximus Inc., a consulting firm in Virginia, two companies contracted by the State of Florida to collect child support. It shows what many of us have been saying all along. The 30 to 52 billion dollars of unpaid child support that is supposed to be out there, ready to collect with ever more draconian child support enforcement procedures, doesn't exist. These measures and the increasing costs associated with them are a complete waste of taxpayer's money. Furthermore, by putting the emphasis on child support collection, rather than on what children really need, which is parental involvement of both the mother and the father, we are driving the non-custodial parent into exile, and creating a legacy of dispirited youth, who have lost contact with one of their parents (most often the father) due to divorce. It's time we got the government out of the business of breaking up and destroying family relationships. It's time we de-emphasize child support enforcement, and put the stress on shared parenting and a presumption of full joint physical custody in every state across the nation.
Not everyone understands the facts demonstrated by this article. Most believe that most child support is owed by people who have the money, but just don't pay. Help us to dispel this myth. Clinton's latest proposal is to spend over 46 million dollars for a national child support police force to hunt down obligors and make them pay. Do you want this? Do you think this is a good thing to do?
